Beika City [米花区]
Minato, Tokyo Gotham, Tokyo Ward 03

Within the past four years, Beika has grown from a thriving port city into one of the most newsworthy urban centers of Japan, due to the combination of an exceptionally high crime rate and the presence of a large body of both costumed and otherwise unconventional crime fighters.

This unusual combination of factors mixes with Beika's long history of wealth and reputation for entertainment to create an area that constantly draws attention and new investments in spite of the frequency of high-profile thefts, murders, and kidnappings. Consequently, it is often unofficially compared to the American Gotham City with its mix of old money, eccentric crimefighters, and comparatively high-risk living.

Notable Locations:
Note: in other realities, the general Beika area is known as Minato, a smaller but historically similar ward with an undeserved reputation for danger compared to the higher crime rates of other parts of Tokyo.

Aoyama: a famously wealthy neighborhood that is home to the Canadian and Brazilian embassies (among others), Aoyama was historically known for its samurai residences, shrines, and temples. The Zelkova-lined Omotesandō avenue stretches towards Harajuku in Shibuya, creating a perfect site for luxury brands and associated businesses.

Azabu: home to the Earthshine Company as well as the Oniboshi embassy, the Azabu area has become visible not only as a center of foreign presence, but nonhuman presence as well. Numerous reformed yōma in the district have made the area around Azabu-Jūban into one that is a noteworthy mix of heterogenous populations and old-school vibes, the combination of advocacy by the Earthshine Company with its narrow (and often cobble-paved) streets and village-like vibes leading to a community where it has become easy for locals to accept that people don't have to be human.

Beika Town: once noted as the home of genius teen detective Kudō Shin'ichi, this district has drawn in numerous other notable detectives, including the elementary school prodigy Edogawa Conan, high schooler Sera Masumi, and the Mōri Detective Agency.

Crown Amusement Center: located in Azabu-Jūban, the sprawling CAC has become a notable hotspot for the ward's nonhuman population as a place for both employment and entertainment, drawing tourist money in from curious outsiders.

Hikawa Shrine: tended by the Hino family otherwise known for politician Hino Takashi, the Hikawa Shrine in Motoazabu was once famous for the accuracy of its fortune-tellings.

Odaiba: named for its initial construction as a site for naval batteries ('daiba'), Odaiba is famous for tourism and leisure, with numerous malls, museums, and entertainment centers. The 115-meter tall Daikanransha was once the world's tallest Ferris wheel, and its illumination at night remains a recognizable symbol of Odaiba.

Roppongi: famous for its nightlife and proximity to numerous embassies, the Roppongi district draws in many foreign students, military, and businesspeople with its vibrant and youth-friendly entertainment scene.

Sankakusu: an artificial island constructed as part of the Tokyo Bay Land Reclamation Project, consisting of the Kaiōzu, Meiōzu, and Ten'ōzu residential and business districts, it is heavily modeled on the skyscraper technology of the American city of Metropolis. At the heart of the the towering structures of the island is the famous Mugen Academy, the elite of elite K-12 schools.

T・A Jogakuin: a private Catholic school in Roppongi teaching girls of all grade levels.
